Only a licensed professional engineer is permitted by law to evaluate a foundation and make a statement as to the condition and integrity of the structure.
As stated in the Ohio Administrative Code, Section 4733-35-03, 'Responsibility to the Public', The engineer or surveyor shall: "Protect the safety, health and welfare of the public in the performance of professional duties."
